Aquapolo Ambiental Water Reuse Project

Overview

Aquapolo Ambiental is a water reuse venture created by Foz do Brasil (Odebrecht Organization) and Sabesp, a Brazilian state-owned utility that provides water and sewage services for residential, commercial, and industrial use in the municipalities of the state of São Paulo. The Aquapolo project was initiated to address new government regulations to restrict industrial use of potable water in São Paulo and is the largest industrial water reuse project in the Southern Hemisphere. Aquapolo will supply the Capuava Petrochemical Complex of Mauá, located in São Paulo’s ABC region, thereby conserving enough drinking water to continuously supply a population of 300,000 people.

The Challenge

To build a treatment plant capable of meeting São Paulo’s pressing demand for industrial reuse water.

The Solution

Koch Membrane Systems, Inc. (KMS), a leading supplier of wastewater treatment systems, provided PURON® membrane bioreactor (MBR) modules as well as MegaMagnum® reverse osmosis (RO) membranes, system design and controls, and after-market support and service for the Aquapolo project. KMS was chosen for its superior technical support and biological design, the availability of MBR and RO pilot plants, its vast experience with water-recycling projects, and ability to meet an extremely accelerated delivery schedule.

KMS conducted a comprehensive feasibility study to identify the most cost-effective strategy to upgrade the existing plant infrastructure and concluded that membrane bioreactor (MBR) technology with a Tertiary Membrane Bioreactor (TMBR) system was the best solution for the new facility.

“Koch Membrane Systems’ willingness to work with us as our technological partner was a key factor in our decision to award them the contract,” said Emyr Diniz Costa, Senior Project Director at Odebrecht. “They offered a comprehensive engineering solution and dedicated extensive pre-engineering man-hours to produce the most reliable design and the state-of-the art technology for our project. The availability of a pilot plant convinced us their solution was the best one.”
 

The Treatment Plant

In total, the Aquapolo project encompasses the construction of new a pretreatment step, installation of a chemical dosing system, and the construction of a 700 lps TMBR utilizing 94,500 m2 of membrane area. The TMBR offers lower operating costs, lower process risk, greenfield design, and negligible interaction with current plant operations and equipment.

The TMBR is a polishing MBR process. It will treat water coming from the existing secondary clarifiers and further treat it in a newly built biological step using membranes as the final separation process. Some of the TMBR effluent will be further treated by RO membranes to meet conductivity goals for water reuse.

The TMBR pilot demonstrated that the submerged membranes benefited from the optimized biological system. Average flux rates of >25 L/m2h were achieved and daily maintenance cleaning was found to enhance the UF performance. Recovery cleaning returned the UF membrane to the original process permeability. A standard RO pilot also was used to simulate the RO design concept of the proposed full scale system for 200 L/s feed water. The pilot trials were setup in three well-defined phases, a simple batch mode, a modified batch mode and a continuous mode. The RO system was able to produce an excellent water quality.

Swedish photographer Christian Aslund is riding a small boat along the coast of Spitsbergen, an island in the Norwegian archipelago of Svalbard. Here, deep into the Arctic Circle and midway between Norway and the north pole, he is investigating the health of the glaciers, by comparing them to what they looked like in archival photos.

He takes a picture, trying to place his boat in the exact position occupied by an explorer who took a similar photograph over 100 years ago. But the difference is striking: in the shot from 1918, the boat is heading towards a massive glacier. In the image Aslund took in 2024, he is heading toward what looks like almost bare land.

The comparison is part of a series that Aslund worked on in collaboration with the Norwegian Polar Institute and Greenpeace, to document the retreat of Svalbard’s glaciers over the last century. He visited the area twice — in 2002 and in 2024 — and picked which sites to photograph based on historical images that he found in the institute’s archives.
“In 2002, the widespread knowledge, or acceptance, of climate change wasn’t as broad as it is now,” Aslund says. He published the first set of photos over 20 years ago to create awareness of how much the glaciers were receding. But to his surprise, he received some comments suggesting that the images had been “Photoshopped,” that the glaciers were just expanding and contracting naturally, or that he had taken the pictures in the summer and compared them to archival shots taken in the winter: “But they are not — if you look at at the archive photos, you see that they don’t have any sea ice and not enough snow on the mountains (for it to be winter). And also, in the winter, it’s permanently dark.”

In the summer of 2024, he decided to return, taking pictures at the exact same locations as before. “I had a feeling that the glaciers would have receded even more,” he says, “and that was confirmed. We wanted to show that these glaciers are not going back and forth. They are constantly being pulled back by a warming climate. It’s a major difference.”

The Arctic has been warming twice as fast as the rest of the world since the year 2000, according to the National Oceanic and Atmospheric Administration, but according to other estimates it has warmed even more — four times faster than the global average since 1979. NASA says summer Arctic sea ice is shrinking by 12.2% per decade due to warming temperatures.

В Приморском районном суде Санкт-Петербурга продолжается рассмотрение так называемого уголовного дела "Лайф-из-Гуд" — "Гермес" — "Бест Вей" — продолжается допрос признанных следствием потерпевшими и свидетелей обвинения. Например, на одном из летних заседаний выступал некто Голубев — водитель из Удмуртии, который был пайщиком кооператива и клиентом компании "Гермес". Как рассказали протоколирующие заседания адвокаты, Голубев сообщил, что еще до событий начала 2022 года — активной фазы расследования уголовного дела, вышел из компании "Гермес", а также написал нотариально заверенное заявление о выходе из кооператива "Бест Вей". Из "Гермеса" получил через деньги через схему p2p — так, мол, консультант "Гермеса" ему рекомендовал, "чтобы не платить комиссию". При выводе средств Голубев получил больше, чем ранее положил на счет. Голубев решил выйти также из кооператива, так как написал заявление — но деньги получил из-за ареста счетов только в этом году. Предъявляет претензии к тому, что денег пришлось ждать три года, хотя они не выплачивались из-за ареста счетов и позиции следствия и прокуратуры, состоящей в том, что выплаты должны быть запрещены даже пайщикам, выходящим из кооператива: арест счета — не препятствие для таких выплат, если оно санкционировано следствием и прокуратурой. При этом изначально ему был присвоен статус потерпевшего, в суде же он выступал уже в статусе свидетеля. Таких "потерпевших", как Голубев, немало, отмечают адвокаты: так, одна из пайщиц на недавнем заседании обвинила кооператив в том, что он ей не выплатил средства по заявлению о выходе, в то время как она сама систематически отказывается подтвердить реквизиты для перечисления средств, получает письма из кооператива, отправляет уведомления о прочтении, но не отвечает на них. Состоялось долгожданное разбирательство по апелляционному представлению Прокуратуры Санкт-Петербурга на решение Приморского районного суда Санкт-Петербурга полностью снять арест с одного из трех счетов кооператива, на которых почти 4 млрд рублей. Сейчас кооператив распоряжается только вновь поступившими на эти счета средствами — за счет этих средств происходят выплаты пайщикам, написавшим заявление о выходе из кооператива, при этом темп выплат крайне низкий из-за проверок каждого платежа Росфинмониторингом и банками. Кроме того, по решению суда происходят выплаты с арестованных средств по исполнительным листам тем пайщикам, кто решил не ждать выплат, а предъявил и выиграл иски к кооперативу о возврате средств, а также налогов кооператива и зарплаты его персоналу. Кооператив ходатайствовал перед судом о полном снятии ареста с одного из счетов кооператива — самых маленьких, в банке ПСБ, на более чем 600 млн рублей, чтобы гарантированно рассчитаться со всеми примерно 2000 пайщиков, которые подали заявление о выходе из кооператива, — не зависеть от возвратных платежей в кооператив, которые из-за ареста счетов были затруднены и сейчас осуществляются с задержками — с которыми кооператив борется, но быстро эти платежи в нужном объеме вряд ли сможет получить. Решение суда первой инстанции о снятии ареста было в апреле, назначение рассмотрения апелляции в Санкт-Петербургском городском суде крайне затянулось из-за того, что прокуратура добавила к основному апелляционному представлению дополнительное — рассмотрение состоялось только в начале июля. При этом уже в самом заседании прокуратура добавила новые доводы, заявив, что в реестре выплат, представленном кооперативом еще в начале 2025 года, из 773 строк по пайщикам, которым произведены выплаты, имеются 14 строк, в которых фигурирует один из подсудимых — Выдрин, а также 13 лиц, которые назывались лицами, признанными потерпевшими, в рамках уголовного процесса как лица, которым передавались деньги для компании "Гермес". Прокуратуру возмутило то, что лица, которые, возможно, виновны в хищениях, получили средства раньше лиц, признанных потерпевшими. При этом Выдрин написал заявление о выходе из кооператива еще до того, как был привлечен в уголовное дело, и ни на какие его активы арест не накладывался. Санкт-Петербургский городской суд согласился с доводами прокуратуры, отменив решение суда первой инстанции в части снятия ареста со счета — при этом он не подверг сомнению тезис, на котором было основано это решение Приморского районного суда: несоразмерность общей суммы ущерба в уголовном деле — 282 млн рублей и общей суммы арестованных средств только кооператива как гражданского ответчика по данному уголовному делу — почти 4 млрд рублей (при этом есть еще аресты средств других лиц). В самом конце июля Приморским районным судом будет уже рассматриваться продление или непродление арестов средств на счетах на новый трехмесячный срок — и кооператив опять будет ходатайствовать о снятии ареста со счета в банке ПСБ. В Приморском районном суде началось также новое гражданское дело — по иску пайщицы кооператива Дорониной к пайщику кооператива, объявляющему себя его альтернативным председателем, Георгию Моисееву, ранее активисту кооператива и координатору программы по проведению региональных митингов в поддержку кооператива. Судебное разбирательство по существу начнется в сентябре, судья потребовал от представителей Моисеева представить первичные документы о якобы проведенном (без решения совета кооператива) голосовании по выборам новых уполномоченных, так как его юрист сообщил, что документы — на кооперативных участках. Председателям самочинных комиссий по перевыборам, якобы прошедшим весной на 13 из 14 кооперативных участков, придется представить первичные документы, бюллетени для голосования, при этом общее число голосовавших должно быть не менее 7,5 тыс., так как в кооперативе — 15 тыс. пайщиков. (На одном из участков — кооперативном участке (КУ) № 7: иркутско-бурятско-забайкальском — группа Моисеева проводить голосование не решилась, так как еще в начале года одна из пайщиц подала против Моисеева иск о незаконных действиях в иркутский суд, который сейчас активно рассматривается.) В суд с первичными документами, как подчеркивают адвокаты, придется явиться председателям "комиссий по проведению голосований на кооперативных участках": на КУ № 1 — Атрохиной Н. The Department of Justice quickly fired the newly named US attorney in New Jersey on Tuesday after federal judges in the state declined to extend Alina Habba’s interim appointment.

President Donald Trump appointed Habba to the position on March 24, but she was sworn in on March 28, with department officials arguing that her term doesn’t conclude until Friday. Interim US attorneys are only allowed to serve for 120 days if they are not confirmed by the US Senate or extended indefinitely by the district court in their jurisdiction.

Habba previously served as a spokesperson for the Trump campaign and as a personal attorney for Trump. She represented Trump during his civil fraud trial in 2023 and 2024. After Trump won reelection, Habba served as counselor to the president before Trump tapped her to serve as US attorney.

Trump formally nominated Habba to serve in the position for a four-year term on July 1. Habba’s nomination is still awaiting a vote from the Senate Judiciary Committee before she would advance to the full Senate for a floor confirmation vote.

The president and his legal team have been exploring options for reappointing nominees rejected by the courts, but it is unclear if Habba would accept a reappointment in this case, according to two sources familiar with the matter.
Deputy Attorney General Todd Blanche put out a statement on X on Tuesday, saying: “The district court judges in NJ are trying to force out @USAttyHabba before her term expires at 11:59 p.m. Friday.”

“Their rush reveals what this was always about: a left-wing agenda, not the rule of law. When judges act like activists, they undermine confidence in our justice system. Alina is President Trump’s choice to lead—and no partisan bench can override that.”

He had previously urged the federal judges in New Jersey to appoint Habba indefinitely on an interim basis while she awaits Senate confirmation, saying she has the “full confidence” of leadership at the Justice Department.

Habba is President Trump’s second US attorney nominee to struggle to receive support from the district court or the Senate Judiciary Committee. In May, the Senate Judiciary Committee decided not to confirm Trump’s controversial pick to lead the DC US attorney’s office, Ed Martin.

It is rare to have multiple candidates fail to receive support from the district court or the Senate Judiciary Committee.

The levies are also likely to reduce America’s economic output, as has happened before. There are a number of possible explanations for this.

One is that, when tariffs are low or non-existent, the country in question can focus on the kind of economic activities where it has an edge and export those goods and services, Gimber told CNN.

“If you raise tariffs, you’re not going to see that same level of specialization,” he said, noting that the result would be lower labor productivity. “The labor could be better used elsewhere in the economy, in areas where you have a greater competitive advantage.”
Another reason output falls when tariffs are raised lies in the higher cost of imported inputs, wrote the authors of the 2020 study, most of them International Monetary Fund economists.

Fatas at INSEAD suggested the same reason, providing an example: “So I’m a worker and work in a factory. To produce what we produce we need to import microchips from Taiwan. Those things are more expensive. Together, me and the company, we create less value per hour worked.”

Yet another way tariff hikes can hurt the economy is by disrupting the status quo and fueling uncertainty over the future levels of import taxes. That lack of clarity is particularly acute this year, given the erratic nature of Trump’s trade policy.

Surveys by the National Federation of Independent Business in the US suggest the uncertainty is already weighing on American companies’ willingness to invest. The share of small businesses planning a capital outlay within the next six months hit its lowest level in April since at least April 2020, when Covid was sweeping the globe.

“The economy will continue to stumble along until the major sources of uncertainty (including over tariffs) are resolved. It’s hard to steer a ship in the fog,” the federation said.

Whichever forces may be at work, the IMF, to cite just one example, thinks higher US tariffs will lower the country’s productivity and output.
